In the fall of 1987, the Governor established the Governor's Committee on Fraud, Waste, and Abuse. For the principal executive departments and independent agencies, the Committee created an internal control manual. The manual is used as a self-assessment tool for evaluating the operation of internal audits and to maintain ongoing internal quality assurance (Executive Order 01.01.1994.06).

The Committee last met in 1994.
