The Study Commission on Lobbyist Ethics began in 1999 (Joint Resolution no. 2, Acts of 1999). The Commission examined the Maryland Public Ethics Law as it relates to regulated lobbyists. The Commission collected information about lobbying practices and standards of ethics for regulated lobbyists, formulated a code of ethics for lobbyists, and made recommendations regarding the laws that govern lobbyists.

The Commission's report to the Governor and General Assembly was submitted in October 2000.
